The device includes: an image acquisition unit (11) for acquiring an image of the sky; a sun identification unit (12) for identifying a position of the sun in the image; a region setting unit (14) for setting a target region in the image, that is a target region based on a position of the sun, estimating the solar radiation amount including scattered solar radiation by clouds existing around the sun; a calculation unit (15) for calculating a feature value based on pixels included in the target region; and an estimation unit (17) for performing an estimation process for estimating the solar radiation amount including the scattered solar radiation based on the position of the sun and the feature value.[French]
