Described herein are electrospray devices which incorporate a dual electric field system such that an axial electric field and a radial electric field are used to provide a plurality of capsules or microspheres with uniform size. The capsules or microspheres can encapsulate one or more biological components therein. The electrospray devices and products formed therefrom have uses in various applications.[French]
