A method comprises at a user equipment, establishing, with a network element, a carrier aggregation connection comprising at least two non-contiguous intra-band component carriers in a band with fragmented carriers; receiving, from the network element, a configuration for the at least two component carries in the band with fragmented carriers, wherein when a primary cell resides on a first component carrier in the band with fragmented carriers, the configuration comprises a threshold associated with a condition determining whether to take action to prioritize the primary cell; determining whether the primary cell resides on a first component carrier in the band with fragmented carriers; in response to the determination that the primary cell resides on a first component carrier in the band with fragmented carriers, determining whether the condition is satisfied based on the threshold; and in response to the determination that the condition is satisfied, sending information to the network element indicating that the condition is satisfied.[French]
