A solar panel mounting system is disclosed in which at least one solar panel is supported so it can rotate about an axis, yet is constrained by a blocking structure that prevents full rotation Under moderate wind, the panel is free to pivot and then contact a flexible or rigid stop (e.g., a wire or stop bar) that limits movement.[French]
