Provided in the embodiments of the present disclosure are a device coming-online control method and apparatus, and a device. The method comprises: when a target device requests to come online, a DBS device determining first resource consumption required for a coming-online process of the target device and the current available resource amount of the DBS device; and on the basis of the first resource consumption and the available resource amount, determining whether the target device can come online currently. By means of the solution, on the basis of the current available resource amount of a DBS device, whether a device can come online can be dynamically determined, thereby maximizing the use of resources of the DBS device. Moreover, such method can support more devices to come online concurrently, thereby improving the coming-online efficiency of devices to a certain extent.[French]
