Abstract[English] is Bi, Sb, or a mixture thereof, a is 1.0; b is 0.01 to 0.5; c is 0.005 to 0.2; and x is at least the number of oxygen atoms necessary to render the catalyst electrically neutral. The catalyst 5 has a powder X-ray diffraction (PXRD) pattern including at least five peaks at 2θ values chosen from 7.8 ± 0.2°, 8.9 ± 0.2°, 12.7° ± 0.2°, 22.1 ± 0.2°, 23.3 ± 0.2°, 25.7° ± 0.2°, 27.2° ± 0.2°, 28.0 ± 0.2°, 29.1 ± 0.2°, and 39.0° ± 0.2°, wherein the PXRD pattern is obtained using Cu Kα radiation.
