Abstract[English]
The invention is related to a web-based system that operates based on the Public-Private Partnership (PPP) model, which is a collaboration method between the public and private sectors, implemented for city hospitals. It is designed to be used in city hospitals where the PPP model is applied, considering 19 different services provided by various subcontractors, and the service level agreement (SLA) scenarios defined by the Turkish Ministry of Health for different service levels and the corresponding completion times for service items. The system evaluates whether the service duration of the subcontractor is within the scope of the opened requests by hospital users based on these scenarios. It calculates monthly progress payments and penalty points, manages human resources and inventory, and operates in a web-based framework.[French]
L'invention se rapporte à un système basé sur le Web qui fonctionne sur la base du modèle de partenariat privé public (PPP), qui est un procédé de collaboration entre les secteurs public et privé, mis en œuvre pour des hôpitaux de ville. Il est conçu pour être utilisé dans des hôpitaux de ville où le modèle PPP est appliqué, en considérant 19 services différents fournis par divers sous-traitants et les scénarios d'accord de niveau de service (SLA) définis par le Ministère de la Santé de Turquie pour différents niveaux de service et les temps d'achèvement correspondants pour des éléments de service. Le système évalue si la durée de service du sous-traitant est dans la portée des demandes ouvertes par des utilisateurs hospitaliers sur la base de ces scénarios. Il calcule des paiements en cours mensuels et des points de pénalité, gère les ressources humaines et l'inventaire et fonctionne dans un cadre basé sur le Web.
