A garment including a waterproof, breathable extensible portion, including: a first region including a distal end and interior and exterior surfaces; a first closure portion positioned on the interior surface of the first region; a second region including proximal and distal ends and interior and exterior surfaces; a first waterproof joining area joining the proximal end of the second region to the distal end of the first region; a second closure portion positioned on the interior surface of the second region; a third region including proximal and distal ends and interior and exterior surfaces; and a second waterproof joining area joining the distal end of the second region to the proximal end of the third region. The extensible portion has a first length when the first closure portion engages the second closure portion and a greater second length when the first closure portion does not engage the second closure portion.[French]
