A variable eccentric gear, consisting of an inner wheel (1), an outer wheel (2), a spring (3), a locking pin (4) and a shifting fork (5). The working state of the variable eccentric gear is changed by controlling the relative position of the inner wheel (1) and the outer wheel (2) in the radial direction. In a clutch having such variable eccentric gear, the clutch is disengaged and engaged by controlling different working states of the variable eccentric gear in the clutch, the clutch using a constant mesh gear structure.[French]
